Theora adalah sebuah kodek video sedang dikembangkan oleh Xiph.org Foundation sebagai bagian dari projek Ogg mereka. Dibuat berdasarkan teknologi On2 kodek VP3, dan Theora ditujukan untuk bersaing dengan video MPEG-4 (seperti, XviD dan DivX), RealVideo, Windows Media Video, dan skema kompresi video bitrate-rendah lainnya.

Meskipun VP3 merupakan teknologi yang dipatenkan, tetapi On2 telah memberikan lisensi bebas-royalti untuk paten VP3 untuk seluruh manusia, membuat Theora dapat digunakan untuk kepentingan publik dan kodek turunan-VP3 lainnya untuk tujuan apa pun.
