Lugal merupakan sebuah istilah dari Bahasa Sumeria untuk "raja atau penguasa". Secara harfiah, istilah itu berarti "orang besar."[1] Di Sumeria, lu adalah "orang " dan gal adalah "hebat," atau "besar."[2]

Istilah ini merupakan salah satu dari beberapa gelar Sumeria yang dapat diambil oleh penguasa negara kota (bersama en dan ensi, perbedaan persis menjadi pokok perdebatan). Tanda itu akhirnya menjadi logogram untuk "raja" pada umumnya. Di dalam bahasa Sumeria, lugal digunakan sebagai arti seorang pemilik (misalnya perahu atau lapangan) atau seorang kepala (unit seperti keluarga).[3]
