Sir Frank Athelstane Swettenham GCMG CH (28 Maret 1850 – 11 Juni 1946) adalah Residen Jenderal pertama Negeri-negeri Melayu Bersekutu (kini Malaysia). Ia menjabat dari 1 Juli 1896 hingga tahun 1901. Frank Swettenham juga berprofesi sebagai fotografer amatir.
Ia lahir di Belper, Derbyshire,[1] Britania.
