Vladimir Tokarenko (24 October 1937 - 13 February 2019) was a Soviet mechanical engineer and specialist in the installation of power-engineering and nuclear equipment. He participated in the cleanup operations following the Chernobyl disaster and later headed a group of Soviet specialists working on the construction of the Temelín Nuclear Power Station.[1][2]
Early life and career
Vladimir Tokarenko began his career in 1954 on power-station construction projects in Angarsk , and later in Biysk. In 1964 he graduated from the Tomsk Polytechnic Institute with a degree in mechanical engineering.[1]
From 1968 he worked in Soviet Ukraine on energy construction projects, including the installation of equipment at the Ladyzhyn Power Station, the Kryvyi Rih Power Station, the Zaporizhzhia Nuclear Power Plant, and the Rivne Nuclear Power Plant.[3]
By the early 1970s he was already involved in the construction of the Chernobyl Nuclear Power Plant. In 1972 he participated in laying the first concrete for the foundation of the main building of Unit 1 and in loading the first fuel assemblies into the reactor.[4]
From 1 April 1973 he headed the Chernobyl installation unit established for work at the Chernobyl Nuclear Power Plant.[5] In a published 1983 document he is identified as deputy head of the trust YUTEM (ЮТЭМ) administration.[6] He supervised installation work on reactor equipment at all units of the plant.[3]
For his role in the construction of Unit 3 of the Chernobyl Nuclear Power Plant, he was awarded the Order of the October Revolution in 1982.[7]
Chernobyl disaster
On the night of 26 April 1986, immediately after an internal report to plant management about the accident at Unit 4 of the Chernobyl Nuclear Power Plant, Tokarenko went to the site of the fire. He took part in the initial assessment of the damage and in evacuating workers from the danger zone.[1]
He was subsequently involved in the work of the state commission headed by Boris Shcherbina, which dealt with the consequences of the disaster. Tokarenko was among the specialists who flew over the burning reactor in helicopters, helping crews determine the drop points for bags of sand and lead.[8]
In the cleanup operations he was involved from 26 April to 18 December 1986. According to service materials, his work included evacuation of installation personnel, inspection of the damaged fourth unit, helicopter support operations, loading sand, dolomite and lead for helicopter drops, coordination of liquidators' work, construction of a separating wall between Units 3 and 4, work related to preventing radioactive wastewater from escaping beyond the plant site, and work on the Shelter structure.[9]
A 1998 certificate recorded his total external radiation dose during the cleanup as 146.9 ber, of which 123.0 ber was received in April 1986.[10]
For his work in the cleanup operations by the Chernobyl disaster, he was awarded the Order of Lenin.[1][11]
Temelín
In 1988 Tokarenko became the new head of the entire group of Soviet specialists working on the construction of the Temelín Nuclear Power Station in Czechoslovakia.[2]
He remained connected with the Temelín project until 2001. In a letter dated 28 March 2001, the management of the plant praised his professionalism and contribution to the completion of the contracted work.[12]
After returning from the Czech Republic, he lived in the village of Pasychna in Kyiv Oblast, Ukraine.[3]
