Ramesh Chander Gaur (born 1 July 1966) is an Indian library and information science professional, archivist, and academic administrator. He serves as Professor and Dean of the Kala Nidhi Division at the Indira Gandhi National Centre for the Arts (IGNCA), an autonomous institution under the Ministry of Culture, Government of India.[1]

Early life and education

Gaur completed a Bachelor of Science (Honours) degree in Chemistry from Jamia Millia Islamia in 1988. He later earned a Post-B.Sc. Diploma in Computer Applications (1989) and a Bachelor of Library and Information Science (1990) from the same institution. He completed his Ph.D. in Library and Information Science from Dr. B.R. Ambedkar University, Agra, in 2002. Between 2003 and 2004, he was awarded a Fulbright Fellowship in Information Science and Technology and conducted research at Virginia Tech.

Career

Ramesh Chander Gaur has held professional positions in library and information management since the early 1990s. He held library and information management positions at the Central Road Research Institute (CRRI), the Tata Institute of Fundamental Research (TIFR), the Institute of Management Technology (IMT), Ghaziabad, and the Management Development Institute (MDI), Gurgaon.

In 2011, Gaur was appointed University Librarian at Jawaharlal Nehru University. During his tenure, the university expanded digital library access and electronic resource systems for students and researchers.[2][3] The university also introduced accessibility initiatives for visually impaired students.[4]

He later rejoined the Indira Gandhi National Centre for the Arts (IGNCA), an autonomous institution under the Ministry of Culture, Government of India, where he served as Professor and Head of the Kala Nidhi Division and later as Dean.[5] At IGNCA, he worked on initiatives involving manuscript digitisation, archival preservation, cultural documentation, and digital heritage management.[5] He has been associated with the UNESCO Memory of the World Programme and served on its International Advisory Committee.[6] He has also participated in initiatives related to the preservation of archival and manuscript heritage in India.[7]

In 2024, IGNCA participated in the inscription of the Ramcharitmanas, Panchatantra, and Sahṛdayāloka-Locana to UNESCO's Memory of the World Asia-Pacific Regional Register.[8][9][10][11]

Gaur served as Chair of the Advisory Committee on Cultural Heritage of the International Federation of Library Associations and Institutions (IFLA) for the 2021–2024 term.[12]

In 2022, Gaur was given additional charge as Director of the National School of Drama (NSD), an autonomous institution under the Ministry of Culture, Government of India.[13] During this period, he served as the head of the institution while continuing his association with the Indira Gandhi National Centre for the Arts (IGNCA).[14]

Gaur's academic work has focused on digital libraries, digital preservation of documentary heritage,[15] metadata standards and management, preservation of electronic resources,[16] and archival digitisation initiatives,[15] He contributed to projects involving the development of digital repositories for Indian Cultural heritage collections at IGNCA.[16] Gaur has also participated in discussions concerning the digitisation and modernisation of Sanskrit libraries in India in a three-day seminar on the transformation of Sanskrit libraries in the context of the National Education Policy -2020 for a developed India in 2047.[17][18]
