Muhammad Nabil bin Halimi (Jawi: محمد نبيل بن حليمي) is a young Malaysian politician of from Parti Keadilan Rakyat (PKR) and currently holds the position of Vice Chief Angkatan Muda KEADILAN (AMK) Malaysia since 2025. He is also the Chief of the AMK Petaling Jaya Division and fufill responsibility as the Councillor of Petaling Jaya City Council (MBPJ) for Zone 21.

Early Life and Education

Nabil was born and brought up in Subang Jaya, Selangor. He completed his secondary studies at Sekolah Menengah Sains Tuanku Munawir (SASER) in Seremban, Negeri Sembilan. Post-secondary, Nabil attended Kolej MARA Seremban and graduated from there in 2016.

In the same year, Nabil went on to further his education at Cardiff University, United Kingdom where he majored in Civil Engineering, earning himself Ijazah Sarjana Muda Kejuruteraan Awam (Bachelor of Engineering – Civil Engineering). After that experience, Nabil returned to Malaysia and pursued postgraduate studies at Putra Business School, obtaining a Master of Business Administration – Corporate Governance degree in 2023.

The combination of both fields of education makes him competent in planning and strategic decision-making processes.

Corporate Career

After coming back from the United Kingdom, Nabil kicked off his professional life in the engineering sector working as the Executive Assistant to the Managing Director at Consurv Technic Sdn. Bhd. from 2019 to 2022. At this point, he had the opportunity to learn about project management and strategic communication.

In 2022, he took up a position as a Project Manager at Dyna Segmen Sdn. Bhd. In this capacity, apart from handling projects' implementation, he also managed investor relations.

Since August 2024 until today, he has been serving as the Director of Dyna Energy Sdn Bhd, an energy company dedicated to renewable energy projects.[1][2]

Service in Local Government

On 30 April 2024, Nabil was elected to serve as a Councillor of Petaling Jaya City Council (MBPJ)) for Zone 18 (PJS 2 & PJS 4) prior to the 2024-2025 term.[3]

Nabil acts as the Councillor responsible for issues pertaining to development, local planning, and community service within the area of Petaling Jaya.[4][5] This was followed by the swearing-in ceremony of the new Councillors conducted through Nabil’s social media accounts.[6]

On 9 January 2026, Nabil was reelected to serve as a Councillor of the Petaling Jaya City Council (MBPJ) for the 2026-2027 term.[7] During his second term, he will serve as the Councillor of a different zone under the MBPJ, which is Zone 21 (SS5 & SS6). This was followed by another swearing-in ceremony held at Dewan Bunga Tanjung, the MBPJ Headquarters in Petaling Jaya.[8]

Activism

Arus Anak Muda

Before entering politics, Nabil was an active youth activist and co-founded Arus Anak Muda, a civil society movement that focuses on empowering young people through civic education and democratic advocacy.

Through this movement, Nabil participated in several important projects. One of them was Projek Connect Rakyat,[9] a fundraising campaign on the KitaFund platform meant to help students from low-income families.[10] This campaign raised RM53,500 and provided over 100 laptops to underprivileged students in Petaling Jaya wwho faced challenges with online learning during the COVID-19 pandemic.[11][12]

At the same time, Nabil took part in Projek Rakyat Kenyang,[13]a food aid initiative that operated during the COVID-19 pandemic under the #BenderaPutih banner.[14] This project aimed at vulnerable families in urban areas impacted by movement restrictions.[15] With support from various groups, the initiative raised RM66,000, surpassed its initial goal of RM15,000, and delivered 709 food boxes to urban poor families in the Klang Valley.[16][17]

Nabil also emphasizes the importance of democratic advocacy. He fully supports the introduction of of Undi18 and automatic voter registration, seeing these changes as crucial to transforming the country's political scene and encouraging political parties to be more accountable and responsive to young people's hopes.

He further highlights the need for more young representatives through the Kempen Calon Muda campaign. He believes that losing an election shouldn't be seen as a failure, but as a chance to learn and strengthen the leadership of the new generation.

KHIDMAT Malaysia

In addition to his work with Arus Anak Muda, Nabil is active in the Pertubuhan Kebajikan Hidup Masyarakat (KHIDMAT Malaysia). This NGO was established in [18] to focus on welfare initiatives, volunteer work, and disaster readiness.[19]

As Chairman, Nabil has led KHIDMAT in implementing various welfare programs across the country. In March 2023, KHIDMAT organized Misi Banjir Johor, which was launched by then Prime Minister, Datuk Seri Anwar Ibrahim. A total of 150 volunteers went to Batu Pahat to help with post-flood clean-up and to distribute essential aid to victims.[20] Aside from disaster relief, KHIDMAT has run several community-based initiatives.

These include the Korban & Jom Rewang program, free vaccination programs for HPV and chickenpox, and public health screenings in various areas. For example, the vaccination program in Lembah Pantai, provided over 500 free doses to local residents. It was officiated by the then Minister of Communications , Dato' Fahmi Fadzil.

In December 2024, Nabil led Misi Banjir Kelantan, which saw strong collaboration between AMK Malaysia, Wanita KEADILAN and KHIDMAT. They provided four Rapid Water Rescue boats, food supplies, medical aid, and other essential items to flood victims in Kelantan. The aid reached isolated areas by boat, particularly focusing on Tumpat district. The mission attracted a lot of attention from local media, including Keadilan Rakyat, Suara Keadilan, Sinar Harian dan Harapan Madani, showcasing KHIDMAT’s readiness as a youth volunteer group in emergencies. Through KHIDMAT, Nabil aims to mobilize up to 10,000 youth volunteers nationwide as a quick response team for disasters and humanitarian crises.[25]

Political Involvement

Political Career

Political Career Nabil began engaging in politics through Angkatan Muda Keadilan (AMK), he youth wing of Parti Keadilan Rakyat (PKR). He got involved at the division level as the Deputy Chief of AMK Petaling Jaya in 2022. At the same time, he served as the Deputy Information Chief of AMK Malaysia from 2022 to 2024.

In January 2024, Angkatan Muda Keadilan (AMK) announced a restructuring of its leadership.[26] In this reshuffle, Nabil became the Information Chief of AMK, a position he held until the end of the 2025 term. Ihat same year, Nabil again participated in Parti Keadilan Rakyat elections and was elected as the Chief of AMK Petaling Jaya Branch for the 2025-2028 term. His significant political involvement at the national level began in 2025 when he was elected as the Vice Chief of AMK Malaysia, making him one of the rising young figures within the party’s reformist leadership.[27]

Following success at the local level, Nabil decided to run again in the national elections for Angkatan Muda KEADILAN. He was voted in as one of the Vice Chiefs of AMK Malaysia, getting the most votes with a total of 2,784.[29] This mean he beat two Members of Parliament, namely Members of Malaysia Parliement, YB Dr. Mohammed Taufiq Johari (Member of Parliement Sungai Petani) dan YB Chiew Choon Man (Member of Parliement Miri).[30]

Controversy

Defamation Lawsuit by Fadhli Shaari

In August 2025, Ahmad Fadhli Shaari, PAS Information Chief, sued a Letter of Demand (LOD) to, Nabil Halimi, who is the Vice Chief of Angkatan Muda Keadilan. Fadhli was asking for an apology and RM1 million. The situation arose from a caricature that was said to have ridiculed Malaysia’s diplomatic efforts in the peace talks between Thailand and Cambodia.[31] Nabil confirmed that he had received the Letter of Demand and was currently going through it. He mentioned that he would consult with a lawyer before deciding on his next steps, while also emphasizing the significance of freedom of speech in a democratic society.[32]

Angkatan Muda KEADILAN (AMK) Selangor has released an official statement denouncing the actions of Fadhli Shaari, calling it an effort to stifle the voices of young people who speak out. Mohamad Shahrul Adnan, the Deputy Chief of AMK Selangor, stressed that expressing criticism is a fundamental right of citizens, not a crime. He also affirmed AMK Selangor's unwavering support for Nabil and urged Malaysians to stand against a culture of political intimidation..[33][34]

KK Mart Issue and Dispute with Akmal Saleh

In March 2024, a significant controversy broke out when several KK Mart convenience store locations faced a boycott and even petrol bomb attacks[35], This all stemmed from the sale of socks that featured the word "Allah" at one of their branches. The situation gained a lot of media attention, as it was seen as a sensitive issue for the Muslim community in Malaysia.[36]

Dr. Muhamad Akmal Saleh,The Chief of UMNO Youth Malaysia, scalled on the public to boycott the chain, labeling KK Mart’s actions as insensitive. His comments ignited a range of responses, with some arguing that such statements could escalate racial and religious tensions.[37]

Amidst all this, Nabil, who was the Information Chief of AMK Malaysia at the time, openly criticized Akmal’s stance.[38] He stressed that religious matters should be approached with care and investigated properly by the authorities, rather than being used for political gain.[39] Nabil described UMNO Youth's approach as “throwing stones and hiding hands,” pointing out that it overlooked the long-term effects on societal harmony.[40][41]

Criticism of Political Appointments

In May 2025, Nabil stepped up to defend the Kamil Abdul Munim, Prime Minister’s Political Secretary, who faced criticism from the Centre to Combat Corruption and Cronyism (C4 Center) for his supposed role in patronage practices related to political appointments. Nabil argued that just because someone is politically involved doesn’t mean they’re unqualified, stressing the need for merit and accountability in every appointment. He also advocated for essential institutional reforms, like the Political Financing Act and the revival of local government elections, to enhance governance at the grassroots level.[42][43]

Addendum Decree and Political Stability

In January 2025, Najib Razak received permission from the Court of Appeal tto contest the validity of an alleged Addendum Decree, which supposedly allowed the former Prime Minister to complete the rest of his prison term under house arrest.

n light of this news, Nabil remarked that the ruling showcased the government’s commitment to transparency and highlighted the effectiveness of the nation’s legal system. He also urged Barisan Nasional to resist being influenced by the political emotions stirred up by Perikatan Nasional, stressing that the collaboration within the Unity Governmentt (PH–BN) plays a vital role in ensuring the country’s economic and political stability.[44][45][46]

Collaboration with BERSIH for the Reform Agenda

In February 2024, at a BERSIH rally at Tugu Negara, a call for a commitment to government reforms, , Nabil Halimi, as Chief of Information AMK then, expressed his support for the rally. He encouraged BERSIH not just to rally through assemblies but also to collaborate with the government to achieve reform reform goals, stressing that political stability is crucial for economic recovery and effective reform..[47]

Nabil expressed his hope that BERSIH and the government could join forces “hand in hand,” pointing out that economic inequality and social injustice could threaten the democratic ideals that civil society strives for.

He praised several government reforms, including the introduction of Prime Minister’s Question Time (PMQT), the enactment of anti-stalking laws, the elimination of the mandatory death penalty, and the creation of various Parliamentary Select Committees, viewing these as positive strides toward a fairer and more inclusive system.[48]
