Messier 21 atau M21 (dikenal juga sebagai NGC 6531) adalah sebuah gugus bintang terbuka yang terletak di rasi bintang Sagitarius. Gugus ini ditemukan oleh Charles Messier pada tanggal 5 Juni 1764.

Messier 21 adalah gugus bintang yang relatif masih muda dengan umur sekitar 4,6 juta tahun. Gugus ini sangat rapat dengan anggota sebanyak 57 bintang. Beberapa bintang raksasa biru telah diidentifikasi di gugus ini, tetapi Messier 21 sebagian besar terdiri dari bintang yang redup dan kecil.
